at working distances greater than 15"
when it is not practical to reduce the visible light intensity to less than 2 ft candles (20 lux).
when the narrow focal point of these lamps is an attribute, i.e., when inspecting the I.D. of tubes.
when not prohibited by code or there is no code requirement
